It's nice to critize rauch but unfortunately if you get off your rear and rear the documents he is right. we have some slick dressed up guy from Atlanta down here telling us he won't sign an agreement to not restrict what he burns. we should trust him because he might want to burn something even cleaner in the future.
The IDA signed a Memorandum of Understanding with Rollcast, a corporation just formed last month, that says two things very clearly:
1.) The power plant can have a sale lease-back tax abatement on the land and everything involved in the plant operation at that site if Rollcast asks for it 90 days before closing.
2.) Rollcast can control the development of the site, and our local government cannot condition, withhold, or delay any changes they want to make in what the plant burns or is used for in the future.
The IDA might be used to doing anything they like without ever being questioned, but they signed what they signed.
I directly asked the Rollcast representative from Atlanta if Rollcast would sign an agreement limiting the levels of pollution or what they burn to the initial permit levels of the wood plant.
He said no.
This means we have to trust Rollcast or whoever owns that plant in the future to keep doing what they promise verbally today, but they won't sign anything that limits their operation to what they verbally promise today.
I directly asked the Rollcast representative if he would sign something agreeing to not take local tax abatements. They will not sign anything like that either.
This means while they promise verbally to not take tax abatements, they still have that option if they want them. The IDA has agreed to supply abatements if Rollcast wants them.
My conclusion is either the IDA does not know what they are signing, or they are intentionally misleading the community.
If someone promises something verbally and really intends to stick to his word, there is always a way to write that down and agree to it.
This sloppy stuff is exactly what causes future problems. We get stuck with something we can't get rid of because we aren't careful what we do at the start.
I have no objection to a wood fired plant IF they agree to only burn forest residual or cap pollution levels to the amounts that would be generated by burning that wood, and so long as they pay reasonable local taxes.
Unlike a few people at the IDA, I am unwilling to accept an agreement that allows someone from Atlanta do anything they want up to the limits of what the EPD will permit. I'm especially unwilling to accept it when the IDA has agreed to give a lease-back tax abatement if the company asks for it.
People should sign agreements that say what they tell everyone they are going to do. They sould not tell us one thing, and sign something that allows the opposite.
It's time to stop being the King's sheep. Someday he won't be King, and we will be stuck with what he leaves us.
Sign a good agreement that follows the promises, or let the plant go somewhere else.

the ida told the county commission meeting they would never issue a tax abatement. they said the agreement was the plant would only burn wood biofuels.
at the ida meeting the ida said they would give a tax abatement if it was necessary. the plant representative said they would not sign anything limiting the size of the plant or what they burn.
the ida is calling the ida a liar. no wonder they got mad. they got outsmarted.
