I fail to see this as an invasion of privacy. However, I see it as an opportunity to increase income for the city from traffic fines. That is the cash flow of the city. Also, I fail to see it as a means to increase safety. The tickets cannot get to the person on the day the so called offence took place.

I believe it's just a revenue source. It has absolutely nothing to do with safety. It's like training an animal. If its not disciplined right after it happens it doesn't reinforce good behavior. If it will reduce my property taxes, then they should set one up at every light. If it is just another tax, forget it.
Gandalf has it right. It is nothing but a money maker. Amazing how many times government programs to make us "safe" cost us money.

It appears the legislature are about to make this procedure illegal, so maybe Griffin has wasted alot of money.
